He then joined the Texas Department of Public Safety in May of 1969, and graduated from the Training Academy August 29, 1969, serving as a Uniformed Trooper for six years.
November 1, 1995, he was promoted to the rank of Sergeant and transferred to the Criminal Law Enforcement Division. He was assigned to the Narcotics Division and was later promoted to the rank of Lieutenant January 1, 1986, and Captain December 1, 1989.
He retired from the Texas Department of Public Safety April 30, 1998, and became the Chief of Police for the Ingleside Police Department in Ingleside Texas. He served as Police Chief for one year before leaving May 1, 1999.
He then moved to Del Rio, Texas, and July 1, 1999 and worked as Commander for the Texas Narcotics Task Force.
December of 1999, he left the Texas Narcotics Task Force to become a Court Security Specialist for the Federal Courts in Del Rio, Texas for five years. He left December 31, 2004.
January 1, 2005, he was appointed the Chief of Police for the Del Rio Police Department where he served the community of Del Rio for five years before retiring December 31, 2009.
March 31, 2010, he was appointed Chief Deputy for the Val Verde County Sheriff’s Office by Sheriff Joe Frank Martinez, where he currently oversees the Civil Division, Warrants Division, Transport Division, Training Division, Background Investigator, Finance Department, and also oversees the Sheriff’s Office budget.
He is a graduate of Abilene Christian University, the FBI National Academy, and the Northwestern University College of Staff and Command.
He is also a member of the International Association of Police Chiefs, the Texas Police Chiefs Association, and the Texas Karate Black Belt Association.
Bullard resides in Del Rio, Texas where he and his wife Karla enjoy fishing at Lake Amistad.
Chief William HaynesChief William Haynes grew up in Del Rio, Texas and graduated from Del Rio High School in 1966.
In October of 1966, Haynes enlisted in the United States Army and was stationed at Ft. Sill Oklahoma, Viet Nam, Ft. Riley Kansas, and Germany. Haynes served three years and was honorably discharged October 16, 1969.
In March of 1970 Haynes joined the Texas Department of Public Safety. Haynes was stationed in Abilene, Eagle Pass, and Del Rio, Texas.
In 1982 he was assigned to the Narcotics Service as a Uniformed Trooper, and in 1986, Haynes was promoted to Sergeant Investigator in the Narcotics Service.
In 1988 Haynes transferred to the Criminal Intelligence Service and retired as a Sergeant Investigator for the Criminal Intelligence Service later that year.
Haynes was also a court security officer for the US Marshals Service at the Federal Courthouse in Del Rio, Texas for ten years.
On January 1, 2009, Haynes became the Chief Deputy of the Enforcement Division for the Val Verde County Sheriff’s Office in Del Rio, Texas.
